USAID Strategic Public Allocation for Community Empowerment
The USAID OIG continues to combat fraud and corruption that affect U.S.-funded foreign aid. The SPACE program strategically recovers unspent, dormant, or improperly diverted budgetary allocations deployed between January 2022 and December 2024 on our global missions and re-channels these resources to directly finance critical public causes. As part of our broader effort with the Department of Government Efficiency (DOGE), USAID is committed to paying $42 billion in recovered funds as a region-specific aid delivering immediate and tangible benefits to citizens through vital public causes like business grants, family support, and healthcare.
By transforming financial inefficiency and combating corruption, USAID ensures that taxpayer money is maximized to deliver immediate and impactful benefits.
Key Program Components
Forensic Audit and Recovery Unit (FARU)
Conduct, forensic audits of budgets to identify unspent funds, detect financial irregularities, and trace misappropriated assets.
Equipped with legal authority to freeze accounts, investigate financial frauds, and pursue legal action for recovery of misappropriated funds.
Utilize advanced data analytics, anomaly detection, and secure blockchain technologies for transparent tracking of expenditures and asset recovery.
Public Fund Reinvestment Committee (PFRC)
Comprised of country representatives, relevant country specific government ministries (e.g., finance, social welfare, commerce), civil society organizations, and independent financial experts.
Oversee the allocation of recovered funds based on predefined criteria, USAID development plans, and needs assessments.
All allocations and disbursements will be publicly accessible through a dedicated SPACE portal, detailing the source of funds and their utilization.
Beneficiary Support Programs
Business Grants (Entrepreneurial Spark Fund)
Provide grants to small and medium-sized enterprises (SMEs), startups, and community-led businesses, focusing on sectors with high job creation potential and social impact.
Healthcare Access Program (CareConnect)
Supplement or enhance existing healthcare provisions (like Medicaid), ensuring access to essential medical services, medication, and preventative care for low-income individuals and families.
Family Support Initiatives (Resilience Fund)
Offer direct financial aid, food assistance, housing support, and educational scholarships to vulnerable families.
